You obviously have power going into the switch for the low beams to work.

Bottom of the headlight switch in the pic, 2 wires out, one low beam, one high beam.
You need to check for power at the red & white wire coming out of the switch, that's the output for high beam.

If you have no power there when switched to high beam the switch is no good. If you do have power there then the circuit is broken between the switch and the head lights.
