Does that cooling duct make a difference in breaking performance?

Absolutely!
At high speeds braking at all will cause huge amount of friction, especially since I use ferro-carbon brake pads. The ducts force air through the middle of the rotor, over the cooling fins, and out the perimeter of it. I was warping my rotors so badly they had to be turned every so often to remove the warp. I haven't had to do so since I added these.
It doesn't make you stop faster, it just allows you to brake more aggresively, therefore increasing braking performance.
