Default Problems recharging AC system

I'm trying to make the AC work in my friends Expedition, and I have a strange problem.

I found the low pressure port (thank you service guide), got it all hooked up, but noticed that the AC compressor clutch doesn't spin constantly. According to the directions, the clutch must spin at all times for it to actually charge correctly. I turned the system to Max AC with the blower set to max.

Any ideas?

If the charge is low, the clutch will not engage till there is enough pressure. This usually happens for me after 1/2 the first bottle when the ac system is empty. If you put more than 1 bottle in and the clutch doesnt kick the compressor on by then, you have another problem. The switch could be bad, bad clutch, fuse...etc
