I'm looking for the cheapest, easiest, fastest way to get some more power out of my car. Help please? I know some guys that can help with installation, etc.

The cheapest and easiest extra power you are going to get would be from an air intake. Should gain you somewhere in the range of 7 extra horsepower. Since you car isn't very well supported by the after market community other things like exhausts and headers are going to be hard to find.

Yep. Should gain you in the range of 6-9 horsepower. They come with instructions and you should be able to install it yourself. If not you can always have a mechanically inclined friend help you.

Edit: Looks like you may have to take off your front bumper to install that cold air intake. Check out this website http://tl.acurazine.com/forums/ They are a forum devoted entirely to the Acura TL. It looks like Greddy and Comptech make catback exhausts for your car.
