Default horsepower to the tyres/ground

Hi everyone,

I know this thread is weird. But English in not my native language, and I cannot understand if the phrases :

It makes a 750 horsepower to the ground
It makes a 1000 horsepower to the tyres


mean something special or not.

Your help would be so appreciated. And I'm sorry in advance if this is not the right place (moderators can tell me to get out!). It's hard finding mechanics on language forums.

exact same thing

only difference is horsepower to the crank which is typically 10-15% higher than horsepower to ground/tyres
