It's also forbidden on the other other ( ) side of the pond.

Apart from the smoking courtesy involved, I believe t'would have a positive influence on driving alertness.

Smoking is a well established distraction from driving, even if it's not occupying one of your hands.

For sure smoking can distract when driving but nevertheless your car is your personal "property". For me it's like to be banned to smoke at my own house!

Hopefully, your house does not move relative to other people's houses. Your car does, and it's desirable to all involved that it won't hit another person's "house".

The government (and society itself, in my eyes at least) holds the right to exercise paternalism on it's subjects, and can prohibit smoking in circumstances where it can cause nuisance to others, much in the same way that it bans distracted driving or, to use your comparison, in the way that it bans criminal acts from behing pursued indoors...

Smoking in the car, even if by some manner of skill does not involve taking a hand off of the wheel, obscures vision, and forces the driver to avoid maneuvers that would result in the cigarette falling off, to the detriment of safety when such a maneuver is needed.

But than again, I don't smoke...
