Default Need Help Identifying Tool

i bought a car jack for my brothers car...dont remember what brand just a regular scissor jack...anyway it came with this metal piece with a yellow rubber holder...i have attached the pictures...i cannot figure out what its for...any help would be great...for some reason i cant copy and paste the pictures so they are JPEGs below

Does the car have unique wheel caps, looks like a tool to remove a cap or cover.

Not a close enough view of the end of the tool.

The wheel caps are standard where i can just pry it off but I will try to post better pictures of it later on. I have been on so many car forums and even brought it to some auto shops and nobody can figure out what it is....The way the threading looks, its almost as if it will screw right onto the air valve stem

thanks for looking, i will post more pics later and definitely will update if i find the answer.
