Clean it up really decent, first powerspray it off, preferably with a steam washer, then wire brush it, then if you need to sand specific areas that are worse, if you have bad rust you'd need more work to really make it right, but mild you should clean it with the wire brush then hit it with some course sandpaper.

Because you are working on the underside, you don't have to worry about how 'clean' the finished product is. They make underbody coating, it is kind of a rubbery spray on stuff that you can get in a spray can, or if you have an aerosal sprayer, in a quart can. It is black and generally it is used on the underside of fenders/wheel wells. I used it on my 1991 Daytona when I put a new quarter on it, and the stuff was awesome. Ended up years later getting a little rust through the quarter on the outside but on the inside, where the rust was worse, it never got through that undercoating.

Please try to make your posts more clear and easier to read so we may help you. Are you talking about undercoating your car? Usually its done to keep your underbody from rusting.
Please follow the rules, you may find them *HERE*
