Default 92' Taurus GL (Tail Lamp Malfunction)

Hi, I have a '92 taurus gl. i just got it, so i don't know much about it's history. The problem that i have sounds like a simple fix, though unfortunately, i have no clue when it comes to electrical components. I have also heard (please just be a viscious rumor) that once you have an electrical problem with a ford, it is an endless cycle of repair.
Anyway all 3 of my brakelamps work. My headlamps work, my blinkers work, and my hazards work. What doesn't work are my "running lights" or as specified in my manual, my "Taillamps" when i turn on my lights. My reverse lamps also aren't working.
I have access to a voltage tester, but wouldn't know where to begin with using it. I have checked all of my fuses, and am certain that there is power up to the fuse panel. Any information would be helpful, including color codes for the wires going into each side harness in the trunk.

Hmm.

Does someone here have access to the TSBs for Ford? Might be something in there.

I'm going to the dealer tomorrow to drop my Focus off again for a fuel gauge problem, I'll have them look it up, I'll ask my friend (he has the same car as yours) if he had the problem, his car is a hunk of crap.. He spent more fixing the car in 5 months then he had paid for it to begin with!

I replaced a starter AND an alternator on that car within 3 days (one failed after the other), plugs and wires, cleaned out the throttle body, changed the timing belt, Replaced the radiator hoses... and the car won't pass emissions ATM (need to fix the cat. converter, has something hanging off of it).. he doesn't want me to because he likes his Ford sounding like a Go kart.
