Default Buying a car - speedometer question

I hope someone will be able to help me with this because its not something I've ever really encountered before.

I've been looking to buy a new (well a new used car) and I finally found the one I wanted, a Punto 1.2, 51 plate, everything seemed fine until I took it on a test drive today and half way round we noticed the speedometer stopped moving and was stuck on zero then started moving after about 5mins.
We asked at the garage and the man mumbled something about it was fine, it was because the lights were on all day yesterday and it was because it was electric or something but I didn't understand.

My question is, is what the man at the garage said right or is this a problem? It seems to me if the speedometer doesn't work then its not clocking miles hmm

Its broken... Its obviously not fine if it stopped working, then started back up again. I had an old work truck, and it did the same thing. Eventually the speedometer and odometer stopped working completely! So we had to guess how many miles were on the truck when we traded it in. Speedometer wasnt much of a big deal, yo can drive without it working pretty well, but its nice to have and all.

I would say look into a different car at a different dealer, this dealer doesnt sound to honest and willing to make a sale or he would of had it fixed for you on the spot.

Some garage mechanics have obviously tried to mess with the speedometer to clock it back. Dont go anywhere near the car!
