Fish eyes happen when the paint reacts with something. Usually and armor all or other similar product. Thats why body shops completely strip and product ofd the tires and interior before paint. It can even come from other vehicles. Best bet sand down to metal and start over. Make sure to use a good surface prep. I like to use laquer thinner first, then a tack cloth, then prep spray, then light tack cloth again before paint. High speed polisher is the only way to go, but if you havent done it before pay someone to do it right. Usually around 150-200 depending on how much work they need to do, but when they are done well worth the money. Normally the few times ive painted they charge me 450 due to excessive clear coat, but I like to give them plenty to work with and really make it look like glass.

You want to wet sand the clear before you polish it. Use a sanding block on flat surfaces, then by hand else where. Start with ~ 1000 grit, then use 1500, and finish with 2000 or better. After you have WET sanded everything flat and smooth, clean with soap and water then do your multi step polish for a glass look.
