Default California Salvage Cert Seeking Any Help Desperately

Hello My Friends,

My name is Jay and I live in Sacramento. I recently bought a house and moved to sac about 2 years ago from the bay area as a better place for my family (3 kids young kids, wife). My family and I love Sac. I stayed working in bay area (I know I’m crazy) and continue commute 240 miles/4 hours a day. My Corolla is beat up, I’m strapped for cash supporting my family and needed a new car for commute.

I see a car on craigslist for a deal, it’s a 2010 vw jetta salvage title. Guy advertises that he just moved here and is running low on cash and needs the money to settle down. I email him my number and he calls back with a time and location to meet. I meet him at a hotel where I check out the car. The car is in good condition. I ask to see the pink slip and he presents a “salvage certificate” (not salvage title, I did not know the difference between the two at the time). I notice that the title is under the insurance company’s name “**** Insurance” and on back of the title *** insurance has signed the car selling to another buyer “*.* Corporation”. I asked who is *.* Corporation and seller stated, that was his business and he went out of business and is moving here to northern California. Suspicious I took the pink slip and verified the VIN numbers on the dash, door, under the hood on the fender area, they all matched. We made a deal and I bought the car.

I stood in a 2 hour line tried to register the vehicle and DMV told me that I need a “report of sale” from the previous owner. I exhaustively searched for the seller information *.* Corporation and come to find out they were a used car dealer in long beach however are no longer in business. There information on the back of the salvage cert matched the info found online. I have searched and searched and cannot locate anyone. I went back to different DMV on my way back from work to let them know that I could not get hold of the previous owner and the other DMV told me that I do not need a ROS but need the bill of sale from title holder (** insurance) to the seller (*.* Corporation) which I don’t have. They also stated that *.* Corporation needs to register the vehicle under their name and do all the inspections and then they can sell it to me. I told them my story and they told me to call “investigation unit” and provided me a number. I called investigation unit who then told me I need to go to DMV and contact “local registration manager”. I stood in line again and long story short registration manager told me he can’t do anything for me. Wife yelling at me because I just spent most of our life savings away (which we did not have much of) I went to the police office. The person at the front counter was very nice however long story short told me that there was no crime committed and can’t help me. He ran the VIN and the car shows as registered under*.* Corporation name and is not stolen. The car we bought is in immaculate condition and my family is very happy with it however the pain and frustration is spreading through the house I can see. I can’t legally drive the car because it’s not even registered (I can’t believe the seller drove it from wherever he came from and took a risk of losing the car if pulled over). My complete family is saddened and I am really in a bad situation for making a bad decision. When we went to go look at the car before buying everyone was so happy that the pressure just made me buy it and I blame no one but me. My technique with DMV has been to be patient after standing in DMV line for more than 10 hours the last 3 days. I understand that they are overwhelmed and give them many props. I am not even mad at the kid that sold me the car, he looked like he was in a though situation and needed money, I hope the money helped him out. What saddens me is that he seen my kids and wife really liking the car and still ripped me and did not feel bad. Countless hours of internet searching is leading nowhere. I don’t know where else to get advise, thank you for your time and I look forward to your help. Any help to point me in the right direction would be appreciated. Thank you

Dude. That sucks.


Without a notarized Bill of Sale (here in AZ), MVD can't really do much here with a salvage title. It's true that the kid had to do the MVD inspection before legally selling it to you. What bugs me, is the fact he was so casual and calm in ripping you.

Do you know anyone in your contacts list that is good with the car sales industry, even by extension? Almost all of my Arab friends are car dealers, and hell, I just bought my current car off a good friend who knows the business inside and out.

My advice is to A) keep on the MVD (or DMV), and B) comb through your contacts and see if someone knows the business that is willing to help you out. In this day and age, there's no keeping up if you don't have a network to rely on.

EDIT: It just clicked in my mind that you said salvage certificate. I've dealt with one of those before. Back when I was in the business myself. Total pain in the behind. We spent way too many resources getting the title, that we even took a loss on the vehicle just to get rid of it. I believe it was an 04 Chevy Avalanche, stolen stateside and recovered in Mexico.

Tough situation.

Sounds like the DMV probably won't be able to help you, have you managed to get hold of the guy you bought the car from? He's gonna be your only way to do it I think. Maybe someone knows of another way.

Hello all,

Thank you for the replies. Legoman, yes read that article several times with a fine tooth comb. The problem is the previous owner which was the ...corporation is the ones that have last signed off on the salvage certificate and are no longer in business. They are the ones that bought the car from the insurance company. I have turned every stone possible looking for this company and every contact information I found leads to phone numbers tha are no longer in service. At one time it seemed this was a legit used car dealer. The owner of the company comes up as Felipe Gonzalez in long beach, there are hundreds of Felipe Gonzalez in long beach, it's like looking for a Jose in Mexico, needle in a haystack if you know what I mean. Thank you all again for trying to help. Looking forward to further replies.
